The City of Delaware operates a State-Certified Building Division that issues combined building and zoning permits — formally called Certificates of Building and Zoning Compliance — through its online permit portal. One application generally covers both building and zoning aspects of a project.

Two features of Delaware permitting are worth knowing. First, plumbing is not handled by the city. All plumbing applications and inspections in Delaware are filed with the Delaware General Health District at 1 West Winter Street. Second, the city eliminated contractor registration starting in 2026, so the administrative friction is now lower than it was in prior years.

Fees in Delaware are invoiced after application review rather than at submittal, and a State of Ohio surcharge applies to certain project types.
