Powell & Liberty Township

Permits, inspections & jurisdiction notes


Powell sits in Delaware County and operates its own Building Department at 47 Hall Street, which handles residential and commercial building permits within Powell’s corporate limits. As of January 1, 2018, the Delaware General Health District took over all plumbing permitting and inspections in the City of Powell — the city stopped administering plumbing permits at that point.

Liberty Township residents — which includes substantial areas around Powell — have a different arrangement entirely. Residential building permits in Liberty Township are administered by the Delaware County Department of Building Safety. Commercial permits in Liberty Township are administered by the City of Powell. Plumbing for Liberty Township goes to the Delaware General Health District.

The result is that homeowners in the Powell-Liberty Township area can be a few hundred feet apart and have meaningfully different permitting paths for the same renovation. We verify jurisdiction before issuing a contract.
